My husbands employer has given all of his employees photocopied P60s this year,in previous years he handed out the P60s quite late in the year,we believe the reason for this turned out to be so the employer could claim the income tax rebates that were due for himself. Is this legal.

Your employer should not give you photocopied P60′s.
You can easily check to see if you were due a tax rebate by looking at the pay and tax details from the P60 that you were given and inputting the totals in a tax rebate calculator.
If a tax rebate was due you can always call your local tax office and ask if a tax rebate was ever claimed.
