My employer went into liquidation without paying anyone, has now set up another company and, apparently, can't find anyones P45s - can he be reported and what can I do?

He has a legal requirement to give you a P45.
If you can not get a P45 from them, try writing to them asking for a statement of earnings on company headed paper. This can as a replacement for a P45 when claiming a tax refund. In the letter mention that they are required under the data protection act to provide this information.
