I worked in the UK from 1981 to 1989 and again for 9 months in 94/95....am I eligible for a refund.

I have my National insurance number etc? I owned property in the UK during this time...I rented this while I lived in Turkey from about 1991 to 2003...I paid non resident tax.I have lived back in NZ Since 2005
